UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 49 TO FACILITY OPERATING LICENSE NO. NPF-21 WASHINGTON PUBLIC POWER SUPPLY SYSTEM WPPS NUCLEAR PROJECT NO.

1.0 INTRODUCTION
Washington Public Power Supply System has requested, by letter dated September 27,
- 1985, and clarified by letters dated November 6, 1985 and September 17, 1986 changes to the Administrative Controls section of the Technical Specifications for Nuclear Plant Number 2. These proposed changes would revise the Unit Organization and alter the responsibilty for the plant training program.
The organization charts are shown in Figures 6.2.2-1a and 6.2.2-1b of the Technical Specifications.
- 2. 0 EVALUATION The licensee proposes the following changes to the Technical Specifica-tions:
A.
Position Title Changes:
The title "Industrial Safety Supervisor" has been changed to "Industrial Safety and Fire Protection Manager."
The title "Reactor Engineering Supervisor" has been changed to "Plant Engineering Supervisor (Reactor Systems)."
The title "Plant Engineering Supervisor" has been changed to "Plant Engineering Supervisor (Control Systems)."
The title "Plant Engineering Supervisor" has been changed to "Plant Engineering Supervisor (Mechanical Systems)."
The title "Health Physics Chemistry Support Supervisor" has been changed to "Health Physics Support Supervisor." The Chemistry Support function has been transferred to the new position of Chemistry Support Supervisor.
B.
New Positions Added:
Chemistry Support Supervisor - This function was formerly performed by the Health Physics Chemistry Support Supervisor.

Plant Engineering Supervisor (Electrical Systems) - This function was formerly performed by a Plant Engineering Supervisor who had responsibility for both control systems and electrical systems.
Assistant Operations Manager - This position was created to provide assistance to the Operations Manager.

Reassignment of Responsibility:
The position of Procurement Manager that reported to the Maintenance Manager now reports to the Manager Operations Controls and Material.
The function of the position of Planning/Scheduler that reported to the Maintenance Manager has now been transferred to the Planning and Scheduling Supervisor who reports to the Plant Manager.
The responsibility for the retraining and replacement training has been assigned to the Technical Training Manager.
Each plant staff department manager shall assign the function of training coordinator to the individual who will coordinate the department training with the Technical Training Manager.
The above proposed changes in the site organization reflect position title changes, an increase in certain staff and a reassignment of responsibilities for other staff. In addition, the Technical Training Manager will work with a training coordinator from each department to coordinate that department's training.
Me find that the proposed organization and staffing changes are acceptable since: (I) they meet the acceptance criteria of Section 13.1 of NUREG-0800, the Standard Review
- Plan, (2) they provide more management control in the areas of chemistry, engineering and operations and (3) the addition of technical training coordinators allows each principal manager to more closely control the technical training program for his/her department.
- 3. 0 ENVIRONMENTAL CONSIDERATION This amendment involves changes to administrative procedures or requirements.
Accordingly, this amendment meets the eligibilitycriteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b),
no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
P 4.0 CONTACT WITH STATE OFFICIAL The Commission made a proposed determination that the amendment involves no significant hazards consideration which was published in the Federal Re ister on October 22, 1956 (51 FR 37522);
and the staff has consunted wit t e State of Washington.
No public comments were received, and the State of Washington did not have any comments.
5.0 CONCLUSION
We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed
- manner, and (2) such activities will be conducted in compliance with the Commission's regula-tions and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
