We note that vour original request for relief dated Februarv P8,
- 1985, was sub-mitted approximately three months after your commercial operation date.
We expected you to be in conformance with ASME Section XT requirements or have approved relief from these requirements prior to commercial operation.
The NRC staff's conclusions in granting relief would have been the same i< the Supply System had identified these issues prior to commercial operation.
- However, we expect that future licensing submittals and requests will be made in a more timely manner.
Sincerel.v, Your request for specific written relief from the requirements of Section XI of the ASME Code for the four Preservice Inspection items identified in your referenced letter has been reviewed and evaluated by the staff.
The staff finds that the requests for relief are acceptable for the reasons identified in the enclosed safety evaluation.
Accordingly, the relief is hereby granted.
The staff also concludes that granting relief where the Code requirements are impractical, is authorized by law and will not endanaer life or property, or the common defense and security and is otherwise in the public interest con-sidering the burden that could result upon WPPSS if the Code requirements were imposed upon WNP-2.
