The Nuclear Regulatory Commission (the Commission or the NRC) having found that:
A.
The application for amendment filed by the Washington Public Power Supply System (the Supply System, also the licensee),
dated March 28,
'1986, and cia'rified by* letters dated May'7.and 8, 1986, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act,. and the regulations of the Commission; C.
There is reasonable assurance:
(i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public,'nd (ii) that such activities will be conducted in compliance with the Commission's'egulations set forth in 10 CFR Chapter I; D.
The issuance of tIIis amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of.
the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, Facility Operating License No. NPF-21, Attachment 2, Paragraph
- 3. of License Condition 2.C.(16) is hereby amended to read as follows:

(a)
The licensee shall implement (installation or upgrade) requirements of Regulatory Guide 1.97, Revision 2 with the exception of items (b) and (c) below prior to startup following the first refueling outage.
(b)
The licensee shall implement (installation or upgrade) requirements of Regulatory Guide 1.97, Revision 2, for flux monitoring prior to startup following the second refueling outage.

(c)
The licensee shall implement (install and have operational) a wide range suppression pool level monitoring system which satisfies the Category 1 equipment specifications in accordance with Regulatory Guide 1.97, Revision 2, prio'r to startup following the second refueling outage.
3.
This amendment is effective as of the date of issuance.
