1.0 INTRODUCTION

2.0 By "GO2-85-178, Submits Schedule for Completing Required ATWS Mods within 180 Days Following Issuance of QA Guidance for nonsafety- Related Equipment (Generic Ltr 85-06),per [[CFR" contains a listed "[" character as part of the property label and has therefore been classified as invalid..ATWS Mods Will Be Complete by Spring 1988,prior to Startup|letter dated October 14, 1985]], the licensee requested an amendment to a license condition of the WNP-2 license.

This license condition requires that the licensee shall implement requirements of Requlatorv Guide 1.97, Revision 2, for flux monitoring prior to startup followinq the first refuelina outaqe.

In his letter the licensee details technical problems with the available monitor desiqns that require resolution before a com-mitment to one design can be made.

EVALUATION 3.0 The licensee states that, qiven excessive procurement lead times, the unresolved technical concerns and need for a deliberate engineering evalu-ation and selection

process, installation by the end of the first refueling outaqe (scheduled for June 1986) is not attainable.

He therefore requested that the license condition be amended so as to allow implementation prior to startup following the second refuelinq outage.

Because the development of a Category 1 flux monitoring system that meets all the criteria of Requlatory Guide 1.97 is an industry development

item, and because there are unrelated systems in place to provide operators with sufficient data to assess reactor conditions (e.q., control rod position monitors, reactor vessel level and pressure monitors) in the unlikel.v event of an accident condition prior to replacement, the staff finds that the licensee's request for extension to the second refuelinq outage is acceptable.

FNVIRONMENTAL CONSIDERATION This amendment involves a change in the installation and use of a facility component located within the restricted area as defined in 10 CFR Part 20.

The staff has determined that this amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no siqnificant increase in individual or cumulative occupational radiation exposure.

The Commission has previously issued a proposed finding that this amendment involves no siqnificant hazards consideration and there has been no public comment on such finding.

Accordingly, this amendment meets the eligibilitv criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).

no environmental impact statement or environ-mental assessment reed be orenared in connection with the issuance of this amendment.

4.0 CONCLUSION

The Commission made a proposed determination that the amendment involves no'signi~icant hazards consideration which was published in the Federal Re ister (51 FR 3721) on January 29,

1986, and consulted with the state of as inqton.

No public comments were received, and the state of Washington did not have any comments.

We have concluded, based on the considerations discussed above, that:

( 1) there is reasonable assurance that the health and safety of the public will not he endangered by operation in the proposed

manner, and (2) such activities will be conducted in compliance with the Commission's reaula-tions and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
