This refers to the routine inspection
conducted
by Mr. P. gualls of this
office between
June
10-28, July 31 and
a telephone
conversation
on July 9,
1985, of activities authorized by NRC Iicense
No. NPF-21,
and to the
discussion of our findings held by Mr. squalls with Mr. Powers
and other
members of your staff at the conclusion of the inspection.
0
Areas
examined during this inspection are described in the enclosed
inspection
report.
Within these
areas,
the inspection consisted of selective
examinations
of procedures
and representative
records,
interviews with
personnel,
and observations
by the inspector.
Based
on the results of this inspection, it appears
that certain of your
activities were not conducted in full compliance with NRC requirements,
as set
forth in the Notice of Violation, enclosed
herewith
as Appendix A.
Your response
to this Notice is to be submitted in accordance
with the
provisions of 10 CFR 2.201
as stated in Appendix A, Notice of Violation.
Discrepant conditions, similar to those cited in the enclosed
Notice of
Violation, were identified in the Notice of Violation transmitted to you by
our letter dated
March 19,
1985,
and were addressed
in your response
dated
April 17,
1985.
At the time of this inspection,
however,
these
conditions
had
not been corrected.
We are concerned
about your apparent
lack of management
attention to the implementation of effective corrective actions
and your
apparent failure to apply sufficient attention to the area of fire protection
program implementation.
In addition to the response
directed by the enclosed
Notice, please
address
this issue in your reply, along with the actions
you
will take to ensure timely and effective corrective actions for identified
violations.
In accordance
with 10 CFR 2.790(a),
a copy of this letter, the enclosure
and
your response will be placed in the
NRC Public Document Room.
