This refers to the in-office inspection

conducted

by Mr.

G.

Hamada of this

office on May 30,

1985 and June 5,

1985, of activities authorized

by NRC

License

No. NPF-21,

and to the telephone

discussion of our findings held by

Mr. Hamada with your Radiochemist,

Mr. L. Mayne at the conclusion of the

inspection.

The inspection

was

an examination of results

obtained for a "sample of

radioactive material provided by the

NRC as

a means of assessing

the adequacy

of laboratory capability to perform the required measurements.

While no violations of NRC requirements

were identified within the scope of

this inspection our inspections in this area

have

shown

a weakness

in your

ability to consistently perform satisfactory

measurements

of radio-strontium

and radio-iron in test solutions.

This matter

was brought to your attention

at the exit meeting of the

NRC team inspection held on April 26,

1985.

At

that meeting your representative

agreed

to submit

a description of your plans

to improve your performance in this area.

We have received

and reviewed your

letter of June

18,

1985

(G02-85-323),

and do not believe you have identified

the root cause of the failure to achieve

agreement for pure beta emitting

isotopes.

Accordingly, Mr. G.

Hamada of my staff will contact your

representatives

to discuss this matter

and review the results of additional

comparison

samples.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
