Enclosed is a copy of the Commission's Rules of Practice, 10 CFR Part 2.

As you probably know from your prior participation in other NRC licensing proceedings, if you intend to request a hearing in this matter, you should clearly identify your interests in the matter, how they may be affected, and the reasons you believe that a hearing is necessary.

Clarity and specificity are important to assist the Commission in determining whether your request should be granted.

At your request, we have sent a copy of the Washington Public Power Supply System's letter dated September 4, 1981, requesting CP extension for WNP-2.

Sincerely, As we indicated to you on November 25, we are processing this application and expect to issue an order extending the latest date for completion of constructure in the near future, and that while the matter has not been reviewed by NRC staff management,yet, we expect to find "no significant hazards considerations" involved in this amendment.

We-'to1.d you that in such cases we would issue the extension along with a notice that it had been issued (10 CFR 2.106);

we were not planning to issue a pre-notice (notice of proposed action pursuant to 10 CFR 2.105).

You informed us of your intent to request a hearing on this request for extension and indicated that you would do so in writing.
