This refers to your two letters dated July 11, 1980 and your supplementary letter dated August 12, 1980, in response to our June 17, 1980 Notice of Violation and Notice of Proposed Imposition of Civil Penalties sent to the Washington Public Power Supply System.
'fter consideration of your responses, we have amended items. I.A, I.B. 1, I.C.1,, and II.A.1 of the June 17, 1980 Notice of Violation.
The amended Notice of Violation and Notice of Proposed Imposition of Civil Penalties are

We find that items I.B.'-2,"
I. C. 2; I. C. 3, I. D. 1, I.D.2, II.A.2-4, II.B.1-4, and III.A.1-4 of the. June 17, 1980 Notice of Violation occurred as alleged and no satisfactory basis for mitigation has been provided for them.
Based'n your responses, the amended Notice of Violation includes mitigatiori of item I.C. 1, from $3,000 to $1,500.
The amounts of the civil penalties proposed for all other items remain the same.
Thus, the cumulative civil penalties proposed for this case are reduced from $61,000 to $59,500.
In responding to the amended items of noncompliance you may incorporate by specific reference (e.g. giving page and paragraph number) your previous response to the original items of noncompliance.
We will await your response to these amended notices prior to making a final determination in this civil penalty matter.
