Dr. Robert C. Hecredy As part of their application to convert the Ginna technical specifications to the improved standard technical specifications, Rochester Gas and Electric Corporation (RG&E) proposed to reference WCAP-14040 as the methodology they would use to calculate the reactor coolant system pressure and temperature (P/T) and the low-temperature overpressure protection (LTOP) system limits.
These limits would then be documented in a pressure temperature limits peport (PTLR).
- However, RG&E determined that they needed to operate in accordance with the existing limits, previously approved by the staff (Reference 1).
For this reason, they did not generate plant-specific P/T and LTOP limits using the WCAP-14040 methodology.
As a result, the curves, setpoints,
- values, and parameters in the Ginna improved technical specifications and associated PTLR were issued with those that the staff had previously reviewed and approved.
The staff acceptance of the PTLR applied only to the format of the report with the stipulation that the methodology in WCAP-14040 along with RGSE provided supplements would be used to calculate future changes to the P/T and LTOP system limits.
Revision 1 of the PTLR would be submitted to the staff for review and approval to ensure that the new P/T and LTOP system limits are acceptable based on the approved methodology.
During the current outage, the staff determined (Reference
- 2) that, as a
result of RG&E's updated pressurized thermal shock evaluation, the PTLR would need to be revised.
Due to time and personnel constraints, RG&E determined that updating the PTLR using the WCAP-14040 methodology could not be achieved prior to r'eactor startup in Hay 1996.
Therefore, they proposed revising the PTLR curves, setpoints,
- values, and parameters using portions of WCAP-14040, updated data, and estimated values for the fluence.
For this reason, they have not generated plant-specific P/T and LTOP limits using the WCAP-14040 methodology.
Therefore, the staff cannot complete its review of the application of WCAP-14040 methodology for Ginna.
We have completed our review of the revised PTLR and supporting submittals submitted by the RG&E (References.4 and 5).
We find the documentation (References 3, 4, and 5) to be acceptable for referencing in the administrative controls section of your technical specifications for your license application to the extent specified and under the limitations delineated in your submittals and the associated NRC safety evaluation, which is enclosed.
The safety evaluation defines the basis for acceptance of the submittals.
Our acceptance only applies to the matters described in the submittals.
The methodology in'WCAP-14040, along with supplements provided by RG&E would be used to calculate future changes to the P/T and LTOP limits.
When RG&E generates new P/T and LTOP system limits in accordance with this methodology and submits them to the staff, the staff will review the new limits to
Dr. Robert C. Mecredy ensure that these limits are acceptable based on the approved methodology.
At that time, RG&E will be required to revise the technical specifications Administrative Controls'section to reference the staff approved methodology.
