Re: Pilgrim Nuclear Power Station The Commission has issued the enclosed Amendment No. 96 to Facilit.v Operating License No. DPR-35 for the Pilgrim Nuclear Power Station. This amendment is in response to .vour application dated February 25, 1986.

The amendment changes the Technical Specifications by deletinq discontinued American Societ.v o-F Testing and Materials (ASTM) standard references for diesel fuel oil and replacing them with the current ASTM standard references.

1. The Nuclear Re~w1ator.v Commission (the Commission) has found that:

A. The application for amendment by Boston Edison Company (the 1icensee) dated February 25, 1986, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I;

8. The facility will operate in conformity with the aoplication, the provisions of the Act, and the rules and regulations of the Commission; C. There is reasonable assuran~e (i) that the activities authorized by thi-s amendment can be conducted without endanqer-ing the health and safety of the public, and {ii) that such activities wi1l be conducted in compliance with the Commission's regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.
2. Accordingly, the license is amended by ch~nges to the Technical Specifications as indicated in the attachment to this license amendment 9 and paragraph 3.B of Facility Operatinq license No. DPR-35 is hereby amended to read as follows:

B. Technical Specifications "The Technical Specifications contained in Appendix A, as revised through Amendment No. 96 , are hereby incorporated in the license.

The licensee shall operate the facility in accordance with the Technical Specifications.

3. This 1 i cense amendment is effective 30 days after da.te of issuance.

SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION t

I SUPPORTING AMENDMENT NO. 96 TO FACILITY OPERATING LICENSE NO. DPR-35 1*

BOSTON EDISON COMPANY PILGRIM NUCLEAR POWER STATION DOCKET NO. 50-293

1.0 INTRODUCTION

By letter dated February 25, 1986, the s*oston Edison Company (licensee) proposed changes in the Pilgrim Technical Specifications (TS) to update the references to American Society of Testing and Materials (ASTM) standards for diesel fuel oil. The references are cited in TS Section 4.9.A.l.e re1ative to surveillance of diesel generators and in Section 4.12.B.2.b relative to surveillance of the fire pump diesel enqfne.

2 .O EVALUATION Specification 4.9.A.1.e presently requires that "once a month a sample of diesel fuel shall be checked for quality in accordance with ASTM 0270-1975. The quality shall be within the acceotn.b1e limits soecified in Table 1 of ASTM 0975-77 and logged."

Specification 4.12.B.2.b ~resently requires verification at least once per 3 months 11 that a sample of diesel fue1 from the fuel storaoe tank, obtained in accordance with ASTM 0~70-65, is within the acceptable limits soecified in Tab1e 1 of ASTM 0975-74 with respect to viscosity, water content, and sediment."

All of the ASTM standards referenced above have been discontinued and replaced by newer standard references, as follows:

1. 0270-65 and 0270-1975 have been superseded by 04057-81 and 04177-82 which do not change the. standards themselves except to make one applicable to manual sampl.ing and the other to automatic sampling.

The licensee presently obtains the samples manually but may elect to obtain some or all of them automatically.

2. 0975-74 and 0975-77 have been superseded by 09.75-81 which does not change the acceptable limits for qualit.v in Table 1 as they are observed at Pilgrim. {For kinematic measurement of viscosityg the limits in 0975-81 are slightly different; howeverg Pilgrim measures viscosity in Saybolt units which are unchanged) .

I ) We have reviewed the proposed TS changes and have verified that no

,J substantive effects on the diesel fuel oil surveillance requirements for Pilgrim Station are involved. Therefore, the proposed changes are acceptable.

3. 0 ENVIRONMENTAL CONSIDERATION This amendment involves a change to a requirement with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amend-
  • ment involves no significant increase in the amounts. and no significant change in the types, of any effluents that may be rel~ased offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Corrnnission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendment meets the eligibility criteria for cate~orical exclusion set forth in 10 CFR 51.22(c)(9}. Pursuant to. 10 CFR 51.22(b) no environmenta1 impact statement nor environmental assessment need be prepared in connection with the issuance of this amendment.
4. 0 CONCLUSION The staff has concluded, based on the considerations discussed above, that:

(l} there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such
