Units 1, 2, and 3 and Independent Spent Fuel Storage Installation Docket Nos. 50-528, 50-529, 50-530 and 72-44 License Nos. NPF-41, NPF-51 and NPF-74 PVNGS Emergency Plan, Revision 59 Pursuant to 10 CFR 50.54(q) and 10 CFR 50 Appendix E, Section V, Arizona Public Service Company (APS) is forwarding a copy of Revision 59 to the PVNGS Emergency Plan, effective August 22, 2017, and a summary description of License Amendment 198 which authorized the Emergency Action Level (EAL) scheme change.

This change incorporated an EAL scheme based on Nuclear Energy Institute (NEI) 99-01, Methodology for Development of Emergency Action Levels for Non-Passive Reactors, Revision 6, dated November 2012. PVNGS Emergency Plan, Revision 59, reflects the EAL scheme which received prior NRC approval documented by License Amendment 198, transmitted by letter dated September 8, 2016, Palo Verde Nuclear Generating Station, Units 1, 2, and 3 - Issuance of Amendments to Revise Emergency Action Levels to a Scheme Based on Nuclear Energy Institute NEI 99-01, Revision 6.

These amendments were in response to the APS EAL license amendment request (LAR) dated October 9, 2015, as supplemented by letter dated May 12, 2016. The NRC letter also included a copy of the safety evaluation which was also included in a Notice of Issuance in the NRC biweekly Federal Register notice. APS incorporated the changes verbatim into the PVNGS Emergency Plan. APS concluded an evaluation pursuant to 10 CFR 50.54(q) was not needed due to this change having received prior NRC approval and an NRC safety evaluation.
