Dear Mr. Johnson:

Reference (a) requested RG&E, within 30 days from receipt, to modify certain Emergency, Action Levels (EAL) that departed from the NUMARC NESP-007 criteria or to provide additional information to support departures from the criteria.

RG&E has reviewed reference (a) and has proposed appropriate changes to the EALs and supporting technical basis document.

However, in order to ensure consistency and conformity in the EALs among the other New York state -nuclear utilities, RG&E has requested a review of our proposed changes by those utilities.

Due to the effort involved to obtain this outside

review, RG&E requests a 30-day extension of the response date.

We anticipate our submission of the proposed EAL revisions by November 7, 1994.

This letter confirms the 9/29/94 telecon between RG&E and the NRC staff reviewer on this subject.
