Dear Mr. Johnson:
The revised Inservice Inspection (ISI) Program for the 1990-1999 Third 10-Year interval for the R.
E. Ginna Nuclear Power Plant is hereby submitted.
Appendix B to the Quality Assurance Manual represents the ISI Program.
The revised ISI Program is submitted in response to Reference (a) and incorporates the following major changes:
approved Code Cases N-481 and N-491 in Section 1, paragraph 1.2.3.1; approved Relief Requests 19, 23 and 24 (per References a.
and b.) in Section 2;
incorporation of changes to Section 9, Snubber Program, pursuant to approved license Amendment No.
53 (Reference c) and Generic Letter 90-09; and Piping and Instrumentation Drawing (P&ID) revisions made since the previous ISI Program revision.
Changes to the Appendix B Program are annotated in the margins with change bars.

Paragraph 1.10.3.2 of Section 1
involved RG&Es proposed requirements for removal of insulation during VT-2 examination of bolted connections on systems containing borated water.
Section XI of the ASME Code requires the removal of insulation at bolted connections on all systems that contain borated water during the conduct of a
VT-2 visual examination.
The proposed paragraph, having been found unacceptable to the NRC staff in Reference (a),
has been deleted.
The NRC staff denied Requests for Relief Nos.
10 and 13 in the SER dated August 5, 1990.
NRC letter Reference (a) notes that RG&Es January 25, 1993 submittal of the Appendix B
Program withdrew Relief Request No. 10, however, did not withdraw Relief Request No.
13.
This latter Relief Request dealt with Non-ISI classified
- systems, which do not carry radioactive gases or fluids, that contain a line penetrating primary containment.
RG&E acknowledges that the NRC staff found Relief Request No.
13 unacceptable, as reiterated in Reference (a).
Consequently, the Appendix B Program, Section 2, Relief Requests, has removed Relief Request No.
13.
Table 1 of Section 2 and the text in the section state that this Relief Request is under revision. It is our intent to resubmit a
revised Relief Request No.
13 under separate
- cover, based upon new information which has transpired in the ASME Boiler and Pressure Vessel Code Committee.
