SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)

FINALREPORT NUMBER 50-244/90-99

This letter forwards the final R. E. Ginna Nuclear Power. Plant SALP Report (Enclosure

1)

for the period October 1, 1990 to January

18, 1992.

The initial SALP Report was forwarded

to you by our April 1, 1992 letter (Enclosure 2) and.was discussed with your, staff at a public

meeting held at your onsite training facility on April 30,,1992 (see Enclosure 3 for a list of

attendees).

Our overall assessment of the R. E. Ginna Nuclear Power Plant found safe and conservative

facility operation.

The performance in the areas of Maintenance/Surveillance

and Security

had improved to the superior level.

Although still at the superior level, your performance in

the Emergency Preparedness

area was viewed as, having declined over the period. Allother

areas were rated as good.

We have reviewed your May 14, 1992 letter commenting on the SALP (Enclosure 4) and

noted your constructive responses.

Based upon our evaluation of these comments, we

concluded that no clarifiications or changes

to the initial Ginna SALP Report were warranted.

We note your disagreement with the declining trend in the superior level of performance in

emergency preparedness;

however, since the emergency preparedness

program inspection was

conducted late in the appraisal period, we have not been able to fullyevaluate the long term

effectiveness of your corrective actions.

No reply to this letter is required.

We appreciate your cooperation with us in the SALP

process.
