This refers to
a routine
NRC safety inspection
from February
21 through
March 23,
1990, at the
R.
E. Ginna Nuclear
Power Plant by
NRC Region I.
At the
end of the inspection period,
Messrs.
C. Marschall
and
N. Perry of my staff .
discussed
the inspection findings with Mr. S. Spector
and other members of your
staff.
This
NRC inspection
noted two cases
of acceptance,
of discrepant
conditions
without appropriate referral for consideration
of correction
by management
(Report Details
2 and 3. 1).
One of these
was acceptance
of deficient house-
keeping
by a Health Physics
Engineer
making
a required plant tour.
The other
was
ILC Technician
acceptance
of a calibration accuracy
requirement
which could
not be met using existing equipment.
The basic philosophy behind
such accept-
ance is,
we feel, worth your evaluation.
A security violation is enclosed
in Appendix A.
Appendix
B contains
the
associated
security
pr'ogram details
which have
been determined
to be exempt
from public disclosure
in accordance
with 10 CFR 73.21 (Safeguards
Informa-
tion).
Therefore,
Appendix
B will not be placed in the
NRC Public Document
Room and will receive limited distribution.
The rest of the inspection report
will be placed in the Public Document
Room in accordance
with 10 CFR 2.790(a).
