APPENDIX A NOTICE OF VIOLATION Rochester Gas and Electric Corporation R.

E. Ginna Nuclear Power Plant Docket No. 50-244 License No.

DPR-18 During an inspection at the R.

E. Ginna Nuclear Power Plant from February 21 through March 23,

1990, the following violation was identified and evaluated in accordance with the NRC Enforcement Policy ( 10 CFR 2, Appendix C):

10 CFR 73.55(d)(l) and Section 3.2. 1.5 of the approved Ginna Security Plan require a search of all individuals for firearms, explosives and incendiary devices at personnel access points into.the protected area.

Contrary to the above, on March 16,

1990, an individual gained access to the protected area through a personnel access point without being searched for explosives and incendiary devices as required, This is a Severity Level IV violation (Supplement III).

No response to this violation is required because immediate corrective actions and actions to prevent recurrence were acceptably completed by the licensee prior to the completion of our inspection.

The inspectors observed the changes to the process for search and badging on a daily basis through the end of the inspection period, and concluded that the corrective actions for the violation of access control require-ments allow the security officers to maintain positive control of the search and badging process and were sufficient to prevent recurrence.
