February 14, 19 Docket No. 50-244 Dr. Robert C. Mecredy General

Manager, Nuclear Production Rochester Gas and Electric Corporation 89 East Avenue Rochester, New York 14649-0001

Dear Dr. Mecredy:

SUBJECT:

ISI PROGRAM FOR GINNA REACTOR VESSEL (TAC N0.71906)

Your letter of December 27, 1988 responded to our interest on the subject topic and invited the NRC to attend a demonstration of the inspection techniques on January 10-11, 1989 for the inspection of reactor vessels at Ginna and Point Beach, Unit 1.

Technical representatives for NRR, including our consultant from Sandia National Laboratories, and Region I did attend the meeting.

Staff members from NRR concluded that the computer-based ultrasonic testing system and the new focused transducers have the capability for a more realistic and accurate flow dimensioning than the beam spread correction used in the past.

Enclosed is a copy of the consultant's letter which was provided to the staff. If there is need to discuss the content of this letter, do not hesitate to call.

Your submittal of December 27, 1988 describes a comprehensive program for developing reactor vessel examinations which we find acceptable.

We note that the entire vessel examination will be performed in accordance with written inspection procedures that are being prepared.

Region I has the primary responsibility for evaluating the Ginna inspection results and we will support them as necessary.

Thank you for keeping the staff fully advised on this most important area and the opportunity=to attend the demonstration tests.

Enclosure:
