July 7, 1989 Docket No. 50-244 Dr. Robert C. Mecredy, General Manager Nuclear Production Rochester Gas 5 Electric Corporation 89 East Avenue Rochester, New York 14549-0001
Dear Dr. Mecreg:
SUBJECT:
GINNA FLAW INDICATION IN THE REACTOR VESSEL INLET NOZZLE WELD-1989 REACTOR VESSEL EXAMINATION (TAC NO. 71906)
The NRC has completed a technical evaluation of your May 4, 1989 submittal with regards to the one reportable flaw indication in-the reactor vessel inlet nozzle N2B, previously described in RGSE letter dated December 27, 1988.
The reflector vias first found during the 1979 inservice inspection (ISI).
In a letter dated June 5, 1989, the NRC documented that the NRC staff had performed a preliminary evaluation of your fracture mechanics evaluation, contained in.
your May 4, 1989 submittal, and reached a conclusion that the Ginna plant could operate safely at full power without significant growth of this flaw indication.
The NRC assessment of the safety significance of this flaw indication was that augmented ISI, required by ASME Code, was not warranted.
The attached Safety Evaluation Report (Attachment 1) also concludes that augmented ISI required by ASME Code is. not warranted.
This letter completes the NRC staff review effort with regards to any required re-examination of the flaw indication before the next scheduled ISI.
TAC No. 71906 is hereby closed.
Sincerely, voiav pop woacx os'<>
