This refers to the routine inspection
conducted
by Mr. William Oliveira of this
office from October
26 to October 30,
1987, at the
R.
E. Ginna Nuclear Station,
Ontario,
New York, of activities
authorized
by
NRC
License
No.
18,
and
discussions
of our findings held
by Mr. Oliveira with Messrs.
R.
Smith
and
S.
Spector of your staff at the conclusion of the inspection.
Areas
examined
during
this
inspection
are
described
in
the
NRC
Region
I
Inspection
Report which is enclosed
with this letter.
Within these
areas,
the
inspection
consisted
of selected
examinations
of procedures
and representative
records,
interviews with personnel,
and observations
by the inspector.
Based
on the results of this inspection, it appears
that
one of your activities
was not conducted
in full compliance with NRC requirements,
as set forth in the
Notice of Violation, enclosed
herewith
as
Appendix A.
This violation has
been
categorized
by severity
level
in accordance
with
the
"General
Statement
of
Policy
and
Procedure
for
NRC Enforcement Actions,"
Appendix
C
(Enforcement
Policy).
You
are
required
to
respond
to this
letter
and
in
preparing
your
response,
you
should
follow the
instructions
in Appendix A.
In addition to the specific violation,
we believe
that
inadequate
corrective
action
has
been
provided
for
deficiencies
identified
in
previous
NRC
inspections.
In spite of new instructions
and
a
drawing
upgrade
task
force,
numerous
errors continue to be identified in controlled drawings.
These errors
do
not
appear
to
be
isolated
cases
but reflect
a
continuing inability to
provide
accurate
drawings
and
to
take
effective
corrective
action
for
previously identified deficiencies.
Consequently,
we request
that you perform
a
comprehensive
review of the
drawing control
program
to determine
the root
cause of the identified deficiencies
and provide,
as part of your reply to the
above violation,
a description
of the actions
taken or planned to upgrade this
program.
