Enclosed is the report of the team inspection
conducted
by Mr. R. J. Paolino
and other
NRC inspectors
and representatives
on February 9-13,
1987 at the
Rochester
Gas
and Electric Corporation offices in Rochester,
New York and the
Ginna Station in Ontario,
New York of activities authorized
by
NRC License
No.
OPR-18.
The team's findings were discussed
with you and
members of your staff
at the conclusion of the inspection.
The inspection
reviewed your implementation
of a program for establishing
and maintaining the qualification of electric
equipment within the
scope of 10 CFR 50.49.
Within these
areas
the inspection
consi sted of examination of selected
procedures
and records,
interviews with
personnel,
observations
and
a physical
walkdown verification of specific electrical
equipment.
Based
on the results of this inspection, it appears
that
some of your activities
were not conducted
in full compliance with NRC requirements,
as setforth in the
Notice of Violation, enclosed
herewith
as Appendix A.
These violations
have
been categorized
by severity level in accordance
with the "General
Statement of
Policy and Procedure
for NRC Enforcement Actions,
10 CFR Part 2, Appendix
C
(Enforcement Policy 1987)."
You are required to respond
to this letter and in
preparing your response,
you should follow the instructions
in Appendix A.
The inspection
determined that you have
implemented
a program to meet the
requirements
of 10 CFR 50.49 except for the violations identified in the
enclosed
inspection report.
These violations involve 1) failure to demonstrate
qualification of Crouse-Hinds
(Eg File No. 8); 2) failure to
demonstrate
qualification of PVC cable
(Eg File No. 44); 3) failure to
demonstrate
qualification of Coleman
Cable
(Eg File No. 13); 4) failure to
demonstrate
qualification of Victoreen High Range Radiation'Wonitor (Eg File
No. 36); 5) failure to demonstrate
qualification for installed
Raychem splice
bend radius
and seal
lengths
less
than
two inches.
The response
directed
by this letter and the accompanying
Notice are not
subject to the clearance
procedures
of the Office of Management
and Budget
as
required
by the Paperwork
Reduction Act of 1980,
