APPENDIX A NOTICE OF VIOLATION Rochester Gas and Electric Corporation Ginna Docket No. 50-244 License No.
DPR-18 As a result of the inspection conducted on December 1,
1980 through January 31,
- 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
10 CFR 50, Appendix E, IV. Content of Emergency Plans, states in part, "The emer-g'ency plans shall contain...
the following elements... I. Provisions for testing by periodic drills, of radiation emergency plans..."
Site Contingency (SC)-1, Radiation Emergency Plan, Revisions 12 through 14, issued between May 2, 1979 and January 8, 1981, state in paragraph 7.1.5, "A planned Radiation Emergency drill shall be held annually."
Contrary to the above, as of January 31, 1981, a radiation emergency drill was last held October 26, 1979.
This is a Severity Level V Violation (Supplement I.E).

Pursuant to the provisions of 10 CFR 2.201, Rochester Gas and Electric Corporation is hereby required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply including the corrective steps which have been taken and results achieved; corrective steps which will be taken to avoid further violations; and the date when full compliance will be a-chieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
