Inspection 50-244/81-03 Notice of Violation, Failure to Perform SC-1 Drillwithin Specified Frequency R. E. Ginna Nuclear Power Plant, Unit No.

Dear Mr. Brunner:

In accordance with the above subject which stated:

"As a result of the inspection conducted on December 1, 1980 through January 31, 1981, and in accordance with the Interim Enforcement Policy, 45 CFR 66754 (October 7, 1980), the following violation was identified:

10 CFR 50, Appendix E, IV. Content of Emergency Plans, states in part, 'The emergency plans shall contain... the following elements

... I. Provisions for testing by periodic drills, of radiation emer-gency plans

...'ite Contingency (SC)-1, Radiation Emergency Plan, Revisions 12 through 14, issued between May 2, 1979 and January 8, 1981, state in paragraph 7.1.5,

'A planned Radiation Emergency drill shall be held annually.'ontrary to the above, as of January 31, 1981, a radiation emergency drill was last held October 26, 1979."

2 The cause for failure to perform this drill was sufficient manpower and plant work load.

During the fall of 1980, the time that the drill was to be performed, Ginna Station was shut down for a Steam Generator Eddy Current Inspection Program.

During this time period, the training section was actively involved in the following:

Training required to support the outage needs New NRC Cperator License Program with the NRC exam occurring during the fall A training program designed to improve.the technical background of the operator in conjunction with the Rochester Institute of Technology Other normal Requalification and Administrative training Additionally, the plant personnel necessary for the drill and associated

.training were actively involved in the outage.

This lack of training was additionally identified by the NRC Radio-logical Assessment Team which was also on site at the end of last year and an agreed upon training schedule was established.

This is documented in Mr. Boyce H. Grier's letter dated December 19, 1980 to John E. Maier regarding radiation protection and emergency planning, specifically item 2C.

To prevent recurrence the Training section complement at Ginna has been increased by the addition of an Assistant Training Coordinator with expertise in the Health Physics area.

In further efforts to meet increased training demands, management has approved requisitions for an additional two persons in Ginna's training section.

These requisitions are actively being pursued.

The appropriate training as mentioned above was performed by the agreed upon date and the drill was completed on February 18, 1981.
