By letter dated November 6, 1980 you submitted informa'tion regarding your planned sleeving of steam 9enerator tubes at the P,.

Ginna Nuclear Power Plant.
As part of that submittal you included technical information held to be proprietary by the Babcock and Wilcox (BNj Company, as attested to in the I/ovember 6, 1980 affidavi t o James H. Taylor of BSM, This a,,i davit requested withholding o", the BIEM in ormation from public disclosure pursuant to 10 CFR 2,790.
The reasons cited for the withholding of the BRA in forma ion included he fact that the in,ormation has consis ently been heid in on,idence b;
BRA and that the information discloses processes or programs developed by BKI',
the release of whi ch could decrease Lhe developmental cos s of competitors and thus obviate the competitive advantage now enjoyed by BN.
Ve have reviewed the application and report based on the requiremen.s and criteria o.
