Ecology, Inc. burial site on July 10,

1981.

Results:

One apparent

item of noncompliance

was identified.

Violation-

licensee delivered radioactive waste material to a carrier for transport

in a container that was not a strong, tight package.

DETAILS

On July 6,

1981,

Rochester

Gas

and Electric Company dispatched

a shipment of LSA

radioactive waste to the U.S.

Ecology, Inc. burial site at Beatty,

Nevada.

The shipment

was

made in forty 55-gallon

drums

and four wooden

boxes containing

approximately

1,435

mi llicuries of mixed fission products.

On July 10,

1981

a representative

of the Nevada

Department of Human Resources

at

Beatty inspected

the shipment.

The inspection consisted of observations

and

radiation

and contamination

measurements.

A copy of the report prepared

by the representative

is attached.

The report

states

that the representative

observed that package

number

1034,

a 55-gallon

drum,

had

a 1/4" by 3/4" hole in its side.

On or about July 20,

1981, during

a telephone

contact,

the licensee's

Water

System Supervisor

reported that the contents of this package

were not wrapped.

10 CFR 71.5 prohibits delivery of licensed material to

a carrier for transport

unless

the licensee

complies with applicable regulations of the Department of

Transportation

in 49

CFR Parts

170-189.

49

CFR 173.392(c)(1)

states,

"Materials must be packaged

in strong, tight packages

so that there will be

no leakage of radioactive material

under conditions normally

incident to transportation."

The inspector

noted that the presence

of the hole in the side of package

number

1034, the contents

of which were not otherwise contained,

represents

noncompliance

with 10 CFR 71.5.

The Assistant Plant Superintendent

was informed of- this apparent

item of noncom-

pliance with NRC requirements

in a telephone

conversation

with Mr. P.

Clemons of

the Region I Office on November 25,

1981.
