Fire detectors at Ginna have been demonstrated to be sensitive to dust and particulates which are stirred up during maintenance activities.

Pressurization and depressurization of the containment during an integrated leak rate test may cause dust and particulates to give spurious fire alarms from the containment.

During integrated leak rate tests, no maintenance activities will be taking place in the containment.

A final inspection of the containment is made after maintenance activities have

ceased, prior to commencing the integrated leak rate test.

Thus, the risk of fires caused by welding, burning or grinding or other personnel activities does not exist.

During the test the plant is at cold shutdown with the reactor coolant pumps turned off.

The risk of fires caused by oil leaks onto hot equipment is significantly reduced from the risk at power operation.

The only significant fire hazards in the containment during the test are the operating containment fan coolers.

Monitoring containment temperature during the test will provide an indication of fire.

In addition, fan cooler bearing vibration and air plenum temperature instruments in the control room will provide an indication of fan cooler trouble.

This change conforms with the Standard Technical Specifications for Westinghouse plants in accordance with NUREG-0542, Revision 4 ~

Therefore, making the fire detectors inoperable during integrated leak rate tests will not result in a significant increase'in fire risk.

1
