Enclosed are the following:
(1)
Three (3) originals and nineteen (19) copies of an Application for Amendment to Operating License to amend the Technical Specifications in Appendix A of that license to allow the containment fire detection instruments to be made inoperable during the containment leak rate test.
(2)
Forty (40) copies of each of two (2) documents designated Attachments A and B, which set forth the requested change to the Technical Specifications, and its safety evaluation.
The proposed Amendment to the Provisional Operating License has been evaluated and determined to fall within Class III of 10 CFR Section'170.22

APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U.S.
Nuclear Regulatory Commission (the "Commission" ), Rochester Gas and Electric Corporation
("RGSE"), holder of Provisional Operating License No. DPR-18, hereby requests that the Technical Specifications set forth in Appendix A to that license be amended to allow the containment fire detection instruments to be made inoperable during the containment integrated leak rate test.
The proposed technical specification change is set forth in Attachment A to this Application.
A safety evaluation is set forth in Attachment B.
The proposed change does not involve a significant change in the types or a significant increase in the amounts of effluents or any change in the authorized power level of the facility.
The change involves a single safety issue and is in accordance with a clearly identified NRC position.
Therefore, this change is a Class III Amendment in accordance with 10 CFR 170.22.
WHEREPORE, Applicant respectfully requests that Appendix A to Provisional Operating License No.
DPR-18 be amended in the form attached hereto as Attachment A.
