tn preparation for the Atomic Safety and Licensing Board's (ASLB) hearing on the conversion of Provisional Operating License (POL) No. DPR-18 for the R. E. Ginna Nuclear Power Plant to a Full-Term Operating License (FTOL), the NRC staff performed an assessment of the existing Final Environmental Statement (FES) dated December 1973.

In a letter dated August 6, 1982, you

'ere requested to review the FES to determine if there had been any signif-icant changes to the Ginna facility or the environs that would affect the original conclusions stated in that document.

You responded to this request by letter dated September 10, 1982 in which you presented information to augment the Staff's original conclusions and provided additional information to resolve previous concerns.

The NRC staff has evaluated the environmental effects of the continued operation of the Ginna facility and re-examined the impacts initially pre-sented in the 1973 FES.

This review, which is documented in the enclosed Environmental Evaluation, has not led to the identification of any signif-icant new environmental impacts or any significant changes from those identified previously in the FES, with respect to the proposed FTOL fot Ginna.

It should be noted that the Technical Specifications called for on page v, paragraph 7 in the FES are now included in Appendix I to 10 CFR 50 and the State Pollution Discharge Elimination System program.

Accordingly, the NRC staff has determined, based on this additional evaluation, that (1) there are no new impacts that differ significantly from those evaluated in the FES, there are no substantial changes in the proposed actions relevant to environ-mental concerns and there are no significant new circumstances of information OFFICE)
