Systematic Assessment of Licensee Performance (SALP) Report and your letter dated August 15, 1983 This refers to the SALP for R.
E. Ginna Nuclear Power Plant, conducted by~this office on July 5,
- 1983, and discussed with your staff at a meeting on Jul'g 21, 1983.
The list of attendees at the meeting is attached as Enclosure 1.
The NRC Region I SALP Report, attached as Enclosure 2, evaluated the period June 1,
1982 through May 31, 1983.
Our letter dated July 15, 1983, which forwarded the SALP Report and your letter dated August 15, 1983, which provided your comments regarding the SALP Report, are attached as Enclosures 3 and 4.
- Overall, we find that your performance of licensed activities is acceptable.
We note especially the effective commitment to safe operations by the senior plant managers as well as the involvement of corporate management and engi-neering personnel in the plant activities.
We expect to see improved plant operations performance in the current SALP period because of this management commitment and involvement.
In our meeting of July 21,
- 1983, we discussed our assessment of your regulatory performance in each of the functional areas.
We believe that our meeting was beneficial and improved mutual understanding of your activities and our regu-latory program.
Based on this SALP assessment we plan to reduce our inspection effort in the 'area of security and safeguards during the current SALP period.
At the same time we expect to increase somewhat our inspection of your mainte-nance and surveillance testing activities.
Based on your comments during our meeting and your August 15, 1983 letter, we have found no changes to our assessment are necessary and therefore we have not supplemented our report.
We have
- however, made minor editorial and typographical corrections that did not effect our assessment or conclusions.
We also acknowledge your statements regarding the general acceptability of your ALARA program documentation and the preplanned PORC review of the loss of decay heat removal event on April 12, 1983.
