A routine safety inspection

was conducted

on September

3-6, 1985, of the Ginna

Nuclear

Power Plant's

Radiological

Environmental

Monitoring Program

(REMP).

Areas

that

were

reviewed

included

management

controls,

quality control

of

radioanalytical

measurements,

and

the

implementation

of

the

radiological

environmental

monitoring and meteorological

monitoring programs.

The inspection

indicated that four activities

were in apparent

violation of

NRC requirements.

Collectively, these violations, which occurred following a

change

in

the

implementation

of

Radiological

and

Environmental

Technical

Specifications,

appear

to demonstrate

the inability of your guality Assurance

and guality Control programs to identify and correct

such deficiencies.

While

the

safety

significance

of

these

individual

violations

is

minimal,

they

collectively represent

an

example of the

type of concern

expressed

in

SALP

report number 50-244/84-99,

dated

February 25,

1985.

In addition, violation

D

is

a recurrence of the violation attached

to our letter of July 8, 1985.

Your

corrective actions,

as stated

in your August 5,

1985 response,

only addressed

incorporating

the

Containment

Temperature

Monitoring System

in the surveil-

lance

program,

and failed to specify your actions

to prevent

recurrence

of a

broader problem.

Details

of the

violations

are

provided

in enclosure

Appendix

A.

You

are

required to respond

to these

findings

by following the instructions

included

in Appendix

A.

Your response

to the notice of violation attached

to this

letter should address

the above mentioned

concerns.

The

responses

directed

by this letter

and

the

accompanying

Notice

are

not

subject to the clearance

procedures

of the Office of Management

and Budget

as

required

by the Paperwork

Reduction Act of 1980,

PL 96-511.
