During the period March
7 - April 5,
1988,
members of NRC Region I staff conducted
routine safety inspections
at your facility.
Results of the inspection
are docu-
mented in the enclosed 'report.
At the conclusion of the inspection period Messrs.
C. Marschall
and
N. Perry of my staff summarized
inspection findings with Mr.
S. Spector
and other
members of your staff.
Based
on results of this inspection, it appears
one of your activities was not in
full compliance with NRC regulations,
as set forth in the Notice of Violation, Ap-
pendix
A of this report.
Your response
to this Notice is required to be submitted
in accordance
with the provisions of 10 CFR 2.201.
This office is concerned
with
an apparent
lack of cooperation
and communication
between site departments
in ac-
tivities affecting quality as indicated in section
8 of the enclosed
report.
This
lack was first identified to you in our Systematic
Assessment
of Licensee
Perform-
ance
(SALP) report of March 8,
1985
and reiterated
as
a concern
in subsequent
It is disheartening
to again
ask you to address
the lack of support for quality
activities.
Your response
to the Notice of Violation should address
this concern
in considerable detail.
In accordance
with 10 CFR 2.790,
a copy of this letter
and enclosures will be
placed in the
NRC Public Document
Room.
The response
directed
by this letter
and the accompanying
Notice is not subject
to clearance
procedures
of the Office of Management
and Budget as required
by the
Paperwork
Reduction Act of 1980,
PL 96-511.
