This letter refers to the outage
inspection
conducted
by Mr. Strosnider of this
office on February
22-26,
1988, at the
R.
E. Ginna Nuclear
Power
Plant in
Ontario,
New York. Mr. Strosnider discussed
the results of the inspection with
Mr. Spector of your staff at the conclusion of the inspection.
Areas examined during this inspection
are described
in the
NRC Region I
Inspection
Report which is enclosed with this letter.
Within these
areas,
the
inspection consisted
of selected
examinations of procedures
and, representative
records,
interviews with personnel,
and observations
by the inspectors.
Within the
scope of this inspection it appears
that one of your activities was
not conducted
in full compliance with NRC requirements
and your commitments
as
set forth in the Notice of Violation enclosed
as Appendix A.
The violation has
been categorized
by Severity Level in accordance, with the "General
Statement
of
Policy and Procedure
for NRC Enforcement Actions"
10 CFR Part 2, Appendix
C
You are required to respond.to this letter within 30 days,
as indicated in
Appendix A.
