SUBJECT:

CONTAINMENT TENDON VISUAL INSPECTION RE(UIREMENT By letter dated December 1, 1983, Rochester Gas and Electric Corporation, the licensee of R.

E. Ginna Nuclear Power Plant requested a one time exemption from the technical specification section 4.4.4. 1(d).

Section 4.4.4. 1(d) requires that all tendons are to be inspected if more than 20 wires (in 14 tendons) are found defective since the last surveillance inspection.

The exemption request resulted from an incident that revealed 24 of 90, 1/4 inch diameter steel wires in tendon No.

75 were found broken.

Since then the remaining wires in tendon No.

75 were retensioned up to the maximum allowable stress level (i.e.

70X of the guaranteed ultimate tensional strength) and the section of the containment covering five tendons including tendon No.

75 was reanalyzed.

The reanalysis performed in 1983 showed that the contributing tendon load to the containment exceeded the minimum load requirement on a per foot basis by 5X.

On this basis the licensee has determined and we agree that the exemption request is no longer necessary nor required.

In regard to future, inspections, the broken wires in tendon No.

75 need not be considered in the evaluation of the tendon stress surveillance specified in section 4.4.4 of the technical specification since these wires are no longer needed to perform their intended function.

We consider our review of this matter complete and TAC No.

55300 will be closed as of the date of this letter.
