0 APR 14 1988 Docket No. 50-244 Mr. Roger W. Kober, Vice President Electric and Steam Production Rochester Gas Il Electric Corp.
89 East Avenue Rochester, New York 14649
Dear Mr. Kober:
In order to complete our review of the Ginna Nuclear Power Plant Emergency
Response
Capability - Conformance to R.
G. 1.97 Revision 3, we find we need additional information.
Our contractor, EGIIG Idaho, Inc. performed the review based on your submittals dated January 31, 1984 and February 28, 1985.
The review criteria are contained in NRC Generic Letter No. 82-33 dated December 17, 1982.
Your responses provided an explicit commitment on conformance to RG 1.97 with the exception of those items which you identified.
We conclude that your justification for exceptions to RG 1.97 for some items is acceptable.
However, there are some items for which EGKG could not conclude that adequate justification was provided and has identified those items in the enclosed report as unjustified exceptions.
Kindly respond to open issues in the report within 60 days of receipt of this letter.
Provide comments if the report contains any incorrect assumptions or reflects a commitment which RGSE believes is beyond the intent of your previous responses.
Following resolution of these open items a safety evaluation will be provided to complete this action.
Our target date is January 23, 1987.
This work is being conducted under our TAC No. 51093.
t The reporting and/or recordkeeping requirements of this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.
L.96-511.
