E. Ginna Station, Ontario,
and at your corporate offices in Rochester,
New York, of activities authorized
by
NRC License
No.
DPR-18 and to the discussions
of our findings .held by
Dr.
Eapen with yourself and other Rochester
Gas
and Electric personnel
at the
conclusion of the inspection.
Areas
examined during this inspection
are described
in the
NRC Region I Inspec-
tion Report which is enclosed
w'ith this letter.
Within these
areas,
the inspec-
tion consisted of selective
examinations
of procedures
and representative
re-
cords,
interviews with personnel,
and observations
by the inspector.
Based
on the results of this inspection, it appears
that certain of your
acti-'ities
were not conducted
in full compliance with NRC requirements,
as set
forth in the Notice of Violation, enclosed
herewith
as Appendix A.
These vio-
lations
have
been categorized
by severity level in accordance
with the
NRC En-
'orcement
Policy published in 10 CFR 2, Appendix C.
You are required to respond
to this letter and in preparing your response,
you should follow the instruc-
tions in Appendix A.
This inspection
focused
on the effectiveness
of your guality Assurance
and
/vali,ty Control Activities.
Our inspectors
noted that the steps
you have taken
to improve the effectiveness
of guality Assurance and'uality Control activ-
ities have not reached
the working level at the site.
As
a result, quality
assurance
and control concerns
continue to exist at the site
as indicated in
'aragraphs
3, 4,
5 and
6 of the enclosed
report
and the accompanying
Notice of
Violation.
Further,
we understand
that your internal task. force recommendations
for improving quality assurance
and quality control activities will not be fully
implemented for several
years.

and Budget as re-

Reduction Act of 1980,
