Report No. 50-244/88-26)
This refers to the
NRC special
inspection,
conducted
December
11-21,
1988, of
the
frozen pressure
sensing
lines.
On February
7,
1989,
an
enforcement
conference
was held at the
NRC Region I offices in King of Prussia,
to discuss
the event, its causes,
and your corrective actions.
Based
on the
NRC review of material
presented
by RG8E at the enforcement
con-
ference,
we have
made the following determinations.
(1) Your actions to pre-
vent recurrence
of the freezing in your steam generator
pressure
sensing lines
in 1980 were not in full compliance with NRC'egulations
as described
in the
enclosed
You are required to respond
as described
in Ap-
pendix A.
(2)
No violation is issued regarding the lack of a review per
We note your commitment to provide formal guidance to control
room per-
sonnel
for situations
when not enough time is available to complete
a review as
required
by 10 CFR 50.59.
(3) The
NRC concluded
no violation of Technical Specification 3.5.2 existed
when the bi stables
for PT-479 were restored.
Your
commitment to trip the bistables for at least
one channel
at all times
when two
have failed is appropriate.
Our review of the event concluded that your ac-
tions were conservative
and in the interest of safety.
In accordance
with 10 CFR 50.2.790,
a copy of this letter
and the enclosure
will be placed in the
NRC Public Document
Room.
The responses
directed
by this letter and the accompanying
Notice are not sub-
ject to clearance
procedures
of the Office of Management
and Budget as required
by the Paperwork Reduction Act of 1980,
PL 96-511.
