APPENDIX A NOTICE OF VIOLATION Rochester Gas and Electric Corporation R.
E. Ginna Nuclear Power Plant Docket No. 50-244 License No.
DPR-18 During the inspection conducted on December 11-21,
- 1988, and in accordance with the General Statement of Policy and Procedure for NRC Enforcement Actions 10 CFR Part 2, Appendix C (Enforcement Policy 1986), the following violation was identified.
10 CFR 50, Appendix B requires correction of conditions adverse to qual-ity.
The Ginna guality Assurance Manual, Section 16, Corrective Action, Paragraph 2.0 requires, in part, engineering identify, report, and correct conditions adverse to quality, Ginna Station correct conditions adverse to
- quality, and PORC recommend interim corrective actions.
Contrary to the requirements of the equality Assurance Manual, corrective actions for the frozen sensing lines on December 5,
1980 and implementa-tion of these actions were inadequate to prevent sensing line failure on December 11, 1988.
This is a Severity Level IV Violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Rochester Gas and Electric Corpora-tion is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in re-ply, including: (1) the reason for the violation if admitted, (2) the correc-tive steps which have-been taken and the results
- achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance wi.ll be achieved.
Where good cause is shown, consideration will be given to extending the response time.
