This letter refers to the routine safety inspection of your engineering
activities conducted
by Mr. Harold Gregg of this office on March 13-17,
1989,
at the
R.
E. Ginna Nuclear
Power Plant, Ontario,
New York and the Rochester
Gas
and Electric Corporate
Engineering Office.
The inspection findings were discussed
with Hr.
S. Spector
and other
members of your staff at the conclusion of the
inspection.
Subsequent
telephone calls of March 27 and 30,
1989 followed by
conference calls of April 6,
14 and 20,
1989,
were
made to your staff regarding
the replacement
PORV block valves.
Based
on the results of this inspection, it appears
that your activities
related to replacement
of the
PORV block valves were not conducted
in full
compliance with NRC requirements
as set forth in the Notice of Violation,
enclosed
herewith
as Appendix A.
In addition, your staff has
been
advised that
this issue
should
be resolved prior to plant restart.
This violation has
been
categorized
by severity level in accordance
with the "General
Statement
of
Policy and Procedure
for
NRC Enforcement Actions,"
10 CFR Part 2, Appendix
C
You are required to respond to this letter
and in pre-
paring your response,
you should follow the instructions in Appendix A.
The responses
directed
by this letter and the accompanying
Notice are not
subject to the clearance
procedures
of the Office of Management
and Budget as
required
by the Paperwork Reduction Act of 1980,
Pl 96-511.
