During the period April 6
May 8,
1988,
members of NRC Region I staff conducted
routine safety inspections
at your facility.
Results of the inspection
are docu-
mented in the enclosed report.
At the conclusion of the inspection period Messrs.
C. Marschall
and
N. Perry of my staff summarized
inspection findings with
Mr. T. Meyer and other
members of your staff.
Based
on results of this inspection, it appears
one of your activities was not in
full compliance with NRC regulations,
as set forth in the Notice of Violation,
Appendix A of this report.
Your response
to this Notice is required to be sub-
mitted in accordance
with the provisions of 10 CFR 2.201.
The
NRC is concerned
with your program for control of proper
system alignment;
in two instances,
valves
were identified out of position.
Additionally, it appears
a commitment
made
by
you in 1980, to meet the requirements
of NUREG 0737 Item I.C.6,
was not met.
Your
response
to the Notice of Violation should address this concern.
In accordance
with 10 CFR 2.790,
a copy of this letter and enclosures will be
placed in the
NRC Public Document
Room.
The response
directed
by this letter and the accompanying
Notice is not subject
to clearance
procedures
of the Office of Management
and Budget
as required
by the
Paperwork Reduction Act of 1980,
PL 96-511.
