This letter forwards the
NRC report (Enclosure
1) of the above subject special
inspection of the
R.
E. Ginna Nuclear
Power Plant.
That inspection
reviewed
problems related to the recent refueling outage
and subsequent
operations.
The
inspection findings were initially discussed
with Mr. S. Spector
and other
mem-
bers of your staff on June
30,
1989.
Subsequently,
on August 24,
1989, after
further onsite review and
NRC assessment,
the inspection findings were again
discussed
with Mr. Spector
and other members of your staff.
This inspection identified several
potential
safety issues.
The two most sig-
nificant of these
were the adequacy
of your controls over modifications and
work on electric power systems.
The potential
enforcement
items are tabulated
in Encl.ogre
2 to this letter.
To obtain your views, obtain additional infor-
mation which you consider pertinent,
and further assess
your corrective actions
before deciding
upon enforcement action,
we plan to hold an enforcement
con-
ference in the Region I office.
We will contact you shortly to schedule that
conference.
After the enforcement
conference,
we will notify you in writing of
our enforcement actions.
