During the period April 24 through
May 31,
1989,
members of
HRC Region I staff
conducted
routine safety inspections
at your facility.
Results of the inspec-
tion are
documented
in the enclosed
report.
At the conclusion of the inspec-
tion period Mr.
N. Perry of my staff summarized
inspection findings with Mr.
S. Spector
and other members
of your staff.
Based
on the results of this inspection, it appears
that one of your activities
was not conducted
in full compliance with NRC requirements,
as
set forth in the
Notice of Violation enclosed
herewith
as Appendix A.
This violation concerns
a
failure to control access
to
a vital area
on April 30,
1989.
A similar access
control problem is described
in
NRC Region ! Inspection
Report
No. 50-244/89-08.
This violation has
been categorized
by severity level according
to
10 CFR Part 2, Appendix
C (Enforcement Policy).
You are required to'espond
to this letter
and in preparing your response
you should follow the instructions
in Appendix
A.
In your response
you are
requested
to address
the cause
of each
access
con-
trol problem and the actions
taken to avoid further violations.
The response
directed
by this letter and the enclosed
Notice is not subject to
the clearance
procedures
of the Office of Management
and Budget
as required
by
the Paperwork
Reduction Act of 1980,
PL 96-511.
Portions of Appendix A and paragraph
3.e in the enclosed
inspection report con-
tain details of your security
program that have
been determined
to be exempt
from public disclosure
in accordance
with 10 CFR 73 '1 (Safeguards
Informa-
tion).
Therefore,
they will not be placed
in the
NRC Public
Document
Room and
will receive limited distributions
This letter and the remainder of the in-
spection
report will be placed
in the Public Document
