Dear Mr. Brunner:

This letter is in response to your April 11, 1980 letter received April 16, 1980 concerning the inspection conducted at Ginna Station March 3-7, 1980 by Mr. Johnson of your office.

Your letter stated that it appeared that one of our activities was not conducted in full compliance with NRC requirements, as quoted below.

This letter contains information in response to this item.

"In response to NUREG-0578, Section 2.1.9 'Analysis of Design and Off-Normal Transients and Accidents'our letter to the Director of Nuclear Reactor Regulations dated October 17, 1979 stated 'We willdevelop plant specific procedures and train personnel on the new procedures'.

It is intended that the guidelines provided by October 31, 1979 willbe incorpo-rated into plant procedures and training accomplished by the required date of January 1, 1980.

Coritrary to the above, review of records and personnel interviews conducted on March 4-6, 1980 revealed that out of a total of 37 licensed operators, 14 had not attended the prescribed training sessions and 4 others had only partially attended. "

RESPONSE

To insure that the required training was provided to each licensed individual a new-training effort to cover emergency procedures E-1.1 through E-1.4 was undertaken.

This training was presented in the form of discussion and control room walk-through of the procedures.

Allhad participated in this by March 24, 1980 with the exception of one due to illness.

His train-ing was complete by April 24, 1980.

2 Documentation of completion of use of'elf-study material willbe improved by requiring a signed statement attesting to the completion of study be returned to the Training section by the individual.

The Station Superintendent has issued a letter to each licensed individual emphasizing the necessity of attending the Operator Requalifi-cation Program classroom lectures to maintain their license.

The inspection report contains no information that is considered proprietary.
