REPORT

NOS. 50-335/97-13,

50-389/97-13

AND NOTICE OF VIOLATION

Dear Mr. Plunkett:

On November

22,

1997, the

NRC completed

an inspection at your St. Lucie

1 and

2 reactor taci lities.

The enclosed

report presents

the results of that

inspection.

Based

on the re'suits of this inspection,

the

NRC has determined 'that

violations of NRC requirements

occurred.

The violation regarding the lack of

travel limit markings

on the steam generator

Temporary Lifting Device is of

concern

because it occurred

due to a lack of sensitivity to procedural

compliance.

This was particular ly disturbing based

on the fact that this

device

and these

procedures

had never

been

used before.

The two violations

regarding radiation protection

awareness

and practices

are of concern

because

they were representative

of a general

lack of understanding

and adherence

by

radiation workers.

These violations are cited in the enclosed

Notice of Violation, and the

circumstances

surrounding the violations are described

in detail in the

enclosed report.

Please

note that you are required to respond to this letter

and should follow the instructions specified in the enclosed

Notice when

preparing your response.

The

NRC will use your response,

in part, to

determine whether further enforcement

action is necessary

to ensure

compliance

with regulatory requirements.
