Dear Hr. Plunkett:
On December 9,
1993, Florida Power and Light Company (FPL) submitted a
response to Generic Letter (GL) 88-20,
" Individual Plant Examination For Severe Accident Vulnerabilities" and associated supplements.
Responses to requests for additional information were submitted on Hay 23, 1996 and January 7,
1997.
In accordance with GL 88-20, FPL also proposed to resolve Unresolved Safety Issue (USI) A-45, "Shutdown Decay Heat Removal Requirements".
The U.
S. Nuclear Regulatory Commission (NRC) staff, with the assistance of Brookhaven National Laboratory, has completed a review of these submittals.
The Staff Evaluation Report is enclosed.
The NRC staff concluded that the FPL IPE process is capable of identifying the most likely severe accidents and severe accident vulnerabilities for. St. Lucie, Units 1 and 2, and, therefore, meets the intent of GL 88-20.
In addition, the staff found that the FPL evaluation of decay heat removal vulnerabilities was consistent with the intent of the USI A-45 resolution and is therefore acceptable.
This completes our efforts under TAC Nos.
H74473 and H74474.
