NOTICE OF VIOLATION.

Dear Hr. Plunkett:

On Nay ll, 1996, the

NRC completed

an inspection at your St. Lucie

1 and

2

reactor facilities.

The enclosed

report presents

the results of that

inspection.

Based

on the results of this inspection,

the

NRC has determined that

a

violation of NRC requirements

occurred.

The violation is of concern

because

it reflects

a failure of your fire protection

program to ensure that fire

brigade

members

were properly qualified.

Fire protection

program concerns

were also described

in Inspection

Report 95-12 indicating that weaknesses

persist.

This violation is cited in the enclosed

Notice of Violation, and the

circumstances

surrounding the violation is described

in detail in the enclosed

report.

Please

note that you are required to respond to this letter and

should follow the instructions specified in the enclosed

Notice when preparing

your response.

The

NRC will use your response,

in part, to determine whether

further enforcement

action is necessary

to ensure

compliance with regulatory

requirements.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of
