ST. LUCIE UNITS I AND 2 - PROGRAMMED ENHANCEMENTS FOR GENERIC LETTER 88-17, "LOSS OF DECAY HEAT REMOVAL" (TAC NOS. 69780 AND 69781)
The NRC staff has completed its review of all licensee responses regarding programmed enhancements as defined in Generic Letter (GL) 88-17, "Loss of Decay Heat Removal".
The NRC staff review was based on a sampling of about one-third of all responses.
Since the sample did not result in significant coneents, the remainder of the responses will not be reviewed by NRR.
NRC review of this phase of GL 88-17 will be accomplished as an inslIection under Temporary Instruction (TI) 2515/103 in the NRC Inspection Manua'I.
The inspection will take place after you have made sufficient progress for NRC to make a full assessment of your programmed enhancements.
This letter constitutes the NRR report stated in paragraph 05.0I as a prerequisite to the inspection under TI 2515/103.
According to your implementation schedule provided by letter dated February I, 1989, you indicate that all hardware-related modifications were to be completed by March 1990 for St. Lucie Unit I and August 1990 for St. Lucfe Unit 2.
Since this is by the end of the second refueling outage following receipt of GL 8&-17, your schedule is consistent with the GL and is acceptable.
Also, your indication that prograneed enhancements that do not depend on hardware changes*
will be implemented in parallel with hardware-related modifications also is acceptable.
Additionally, we request that you inform the NRC fn writing of any signifi-cant changes. in the estimated completion schedule identified above.
We also request that.yoe inform the NRC in writing (1) whether the modifications for St. Lucie Unit I have been completed and are operational and (2) when the action has actually been implemented and the modifications are determined to be operational for St. Lucie Unit 2.
This request is covered by Office of Management and Budget Clearance Number 3150-0011, which expires January 31, 1991.
The estimated average burden-hours is 4 person-hours per owner response, including searching data sources, gathering and analyzing the data, and preparing the letter.
These estimated average burden-hours pertain only to the identified response-related matters and do not include the time for actual implementation of the requested action.
