SUBJECT:
SAFETY PARAMETER DISPLAY SYSTEM (SPDS) - RESPONSE TO RE(VEST FOR ADDITIONAL INFORMATION - ST.
LUCIE UNITS 1 AND 2 - (TACs 59937 AND 59938)
On June 11, 1985, the staff issued a Safety Evaluation (SE) related to St. Lucie Unit Nos.
1 and 2 SPDS, closing TACs 51285 and 51286.
The SE identified a number of items related to SPDS that required additional information before the staff could complete its review.
A meeting followed between FPSL and the staff as well as the exchange of additional correspondence.
By letter dated March 17, 1987, FP8L reported continued operational difficulties with its SPDS and announced its decision to replace the system's software, furnishing an implementation schedule.
A number of telephone conferences and letters followed reporting on the FPImL progress in making the SPDS operational.
Finally, by letter dated August 22, 1988, FPIL announced the St. Lucie SPDS functionally operational as of July 1, 1988.
In addition, on August 14, 1989, in response to Generic Letter 89-06 (GL 89-06),
Task Action Plan Item I.D.2 - Safety Parameter Display System, FP5L certified that the SPDS at St. Lucie, Units 1 and 2 fully meets the requirements of NUREG-1342.
Based on this certification, by letter dated April 23, 1990, the NRC staff concluded that St. Lucie has satisfactorily met all the requirements for SPDS specified in NUREG-0737, Supplement 1 and closed the GL 89-06 TACs 73711 and 73712.
For the above reasons, we consider this action also resolved and, accordingly, are closing TACs 59937 and 59938.
