ALTERNATE SHUTDOWN CAPABILITY; T-COLD INDICATION AND HIGH IMPEDANCE FAULTS; ST.

LUCIE PLANT, UNIT NO.

1 (TAC NO. 67414)

By letter dated February 22, 1988, you responded to the two open items raised in our Safety Evaluation (SE) sent to you by letter dated January 7, 1988.

The SE had two open items, the absence of T-Hot indication on the alternate shutdown panel and the lack of analysis of multiple high impedance faults.

Enclosed is our Supplemental Safety Evaluation which addresses these two open items.

We conclude that the use of only T-Cold indication on the St. Lucie Plant, Unit No.

1 alternate shutdown panel is acceptable.

In addition, we conclude that your proposed procedure change to trip loads to an individual bus prior to restoration of power to the bus, and to restart only necessary

loads, resolves our concern on multiple high impedance faults.

An analysis of multiple high impedance faults is therefore not necessary.
