LUCIE UNIT 2 " PROPOSED METHODOLOGY FOR ADJUSTED REFERENCE TEMPERATURE CALCULATIONS (TAC NO. 68382)

On June 14, 1988, the Commission issued Amendment No.

31 for the St.

Lucie Plant, Unit No. 2.

The amendment dealt with reactor coolant system pressure/

temperature limits and low temperature overpressure protection.

One of the open items associated with the amendment was a staff review of a Combustion Engineering Report entitled "Methodology for Adjusted Reference Temperature Calculations."

The staff has completed its review of the proposed methodology.

The proposed methodology is not acceptable for use for two major reasons.

The calculations of fluence and RT D

at the 1/4t and especially at the 3/4t locations in the vessel wall do no( account for the effect of changes in neutron energy spectrum with depth in the wall.

In addition, inadequate justification was given for reducing the margin in hRTN based on having plant surveillance data that were credible in all respects, eNept the controlling material was not represented in the capsule.

The methodology did not discuss how well the surveillance results met the criteria for credibility, and it did not compare the surveillance data with the predictions of Regulatory Guide 1.99, Revision 2

for the copper and nickel contents of the surveillance material.

Instead, the methodology reported surveillance data from other reactors, which was not relevant to this issue.

The details of the staff evaluation can be found in the enclosed Safety Evaluation.

This completes the staff effort in reviewing the subject methodology.
