the NRC forwarded information concerning revised implementation schedules for compliance with the requirements of the ATWS rule.
The revised schedule allows an implementation delay to no later than the third refueling outage after July 24, l984.
The staff also stated that requests for delay beyond the third refueling outage would be handled on a case-by-case basis if presented in a timely fashion and adequately justified.
By FPL letter L-87-220, dated May 19,
- 1987, FPL requested a delay for St. Lucie Unit 2 until the fourth outage after July 24, 1984.
By letter dated July 1, 1987 (E.
G. Tourigny to C.
O. Woody), the NRC granted the FPL request to delay ATWS rule implementation date until the fourth outage after July 24, 1984 (currently scheduled for January 1989).
By letter L-87-301, dated July 15, l987, Florida Power
& Light Company (FPL) submitted the St. Lucie plant-specific Anticipated Transient Without SCRAM (ATWS) evaluation information.
The purpose of this letter is to submit a
request and justification for an additional implementation delay for St.
Lucie Unit 2.
It is requested that the St.
Lucie Unit 2
ATWS rule implementation schedule be delayed until the fifth outage after July 24, 1984.
The justification for this request is based on unanticipated delays in the NRC review of the FPL submittal of July 15,
- 1987, the need for NRC review and approval of the proposed implementation
- plan, and the time required for detailed engineering and procurement activities following this approval.

The fifth outage is currently scheduled for Fall 1990.
