St. Lucie Unit 2 Docket No. 50-389 ATWS Im lementation Schedule By letter L-86-446, dated November 3,

l986, Florida Power & Light Company (FPL) stated its plan to submit the St. Lucie plant-specific ATWS evaluation information by July l5, l987.

By letter dated March l6, l 987 (E. G. Tourigny to C. O. Woody), the NRC forwarded information concerning revised implementation schedules for compliance with the requirements of the ATWS rule.

The revised schedule allows an implementation delay to no later than the third refueling outage after July 24, l984.

The staff also stated that requests for delay beyond the third refueling outage would be handled on a case-by-case basis if presented in a timely fashion and adequately justified. The purpose of this letter is to submit a request and justification for an implementation delay for St. Lucie Unit 2.

The third refueling outage after July 24, l984, for St. Lucie Unit 2 is scheduled for October l 987.

Based on an FPL submittal schedule of July l5, l 987, the need for NRC review and approval of FPL's proposed implementation plan and detailed FPL engineering and procurement activities following this approval; it is requested that the St. Lucie Unit 2 ATWS rule implementation schedule be delayed

'until the fourth outage after July 24, 1984.

The fourth outage is scheduled for March l989.

FPL will not be able to complete implementation activities by October I 987.

At this time, FPL is not requesting an implementation delay for St. Lucie Unit I.

However, should unexpected delays occur in any of'the ATWS implementation elements described above, a request for implementation delay on St. Lucie Unit I may be necessary.
